The First Supplement to Memorandum 2016-39 that was distributed yesterday has been replaced with a corrected version. In the original version, the exhibits were inadvertently interchanged and the attachments to one exhibit were accidentally omitted. The staff regrets the errors and apologizes for any resulting confusion.
