The Commission issued its first recommendation on this topic in 2002. The statutory revisions were implemented by 2002 Cal. Stat. ch. 784. The constitutional revisions were implemented by 2002 Cal. Stat. res. ch. 88, approved by voters on November 5, 2002 (Proposition 48).
