2023 Annual Report. The report describes the Committee's work and recommendations for the upcoming legislative cycle.
The recommendations are:
- Support Law Enforcement Assisted Diversion (LEAD)
- Improve Data Access for the Racial Justice Act
- Create General Resentencing Procedures
- Apply the “Nickel Prior” Reform Retroactively
- Expand Second-Look Resentencing
- Clarify That SB 81’s Updates to Penal Code § 1385 Apply to Strikes
- Focus Welfare Fraud Prosecutions on the Most Serious Cases
- Reduce the Scope of Criminal Fines and Add-On Charges
- Lessen Unfair Pressure to Plead Guilty
- Require or Incentivize Counties to Safely Reduce Short Prison Stays
